I think it is used to figure out how much can be crammed into a single command
line. Some OSes have shells that are very restrictive (we couldn't build rt.jar
on IRIX until we switched to the new profile based build system, that just
passes names of profile files to the java compiler). I belive it is taken care
of automatically by auto* tools.
