Yep, this is possible, and you'll only miss AWT, that doesn't work on
M$-Windows. You need the cygwin toolset to build and run Kaffe; it is
Free Software, and it can be downloaded from sourceware.cygnus.com.
You'll probably want libz and libgmp too, for compressed zip/jar and
BigInteger support.
