I agree with all your points. 
I think this would be also a big chance for free Unix like operation
systems like Linux. 
There's for example a project porting kaffe to Linux + MGR
http://www.ss.org/kaffe/. If this project succeds we will have a very
light weight high performance free available platform for java
applications. 

Another option maybe porting kaffe to  Berlin another advanced light
weight interface for Linux (http://veda.synet.net/numan/berlin/ ).
